The Commission has received 186 reports of incidents in which the yo-yo ball toy's cord wrapped around a child's neck. In all cases, a parent or child successfully removed the cord from the child's neck. Although there were no lasting injuries, seven cases reported broken blood vessels affecting eyes, eyelids, cheeks, neck, scalp or the area behind the ears. CPSC staff realizes that the reported incidents are uncomfortable and anxiety-provoking events for children and adults. However, based on information currently available, the CPSC staff has concluded that the toy poses a low risk of strangulation, especially for younger children. Based on the pattern of incidents, the number of products involved, the low likelihood of strangulation, and the technical staff's assessment of the risk of injury presented by the product, the yo-yo water ball toy does not meet congressionally mandated standards for product recall.

The recalled Plan Toys Solid Drum is natural wood with blue and red triangles painted on the side. The drum measures 6 1/4-inches in diameter and 3-inches high and has curved holes carved into the top. On the bottom of the drum are three rubber feet attached with screws. The recalled lot numbers are 46271068, 1546214 and 4345141 and are printed on the inside flap of the packaging. A stamp on the bottom of the drum displays the Plan Toys logo.

In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Advantage Publishers Group, of San Diego, Calif., is voluntarily recalling about 5,300 "Amazing Baby™ Listen and Play" activity books. The hub of the pink dial embedded in the inside back cover can come off during use in some of these books, posing a choking hazard to young children.The "Amazing Baby™ Listen and Play" book has a multi-colored cover with a baby face on the front and is an interactive book designed to allow children ages 12 to 24 months to learn about different sounds, images, and materials. The cover also shows a yellow bird that makes a squeak noise when pressed, and a clear plastic container of multicolored beads. Mounted onto the inside back cover is a small rotating plastic wheel with finger indentations, which makes a "clacking" sound when turned.

The U.S. Consumer Product Safety Commission announces the following recall in voluntary cooperation with the firm below. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product. Two designs of the "Jack-In-the-Box" type toys are included in this recall, both of which play "Pop Goes the Weasel" when the crank is turned. One is based on Dr. Seuss' Cat in the Hat, and the other is based on Ian Falconer's Olivia the pig character. The Cat in the Hat box is red, yellow and blue and has a black and white cat dressed in a red and white hat that pops out of the box. "CAT IN THE HAT" is written on the box lid. The Olivia box is black and salmon-colored with "CIRCUS" written around the top sides. The Olivia character dressed as clown pops out. Schylling Associates Inc. previously recalled a Bear "Jack-In-the-Box" type toy in November with the same hazard.
